The story is set in the village of Bheemanahalli, where Kaatera (played by Darshan), a skilled blacksmith, lives with his sister Kumari and brother-in-law Mahadevanna. The village is under the oppressive rule of feudal landlords Devaraya and Kaalegowda, who exploit the farmers and enforce unjust taxes. Kaatera becomes a pivotal figure when he decides to implement the Land Reforms Act, which aims to transfer land ownership to the actual tillers, empowering the oppressed farmers.
Amidst these efforts, Kaatera falls in love with Prabhavathi (Aradhana Ram), the daughter of Shanubogha. Despite facing caste-based opposition, they elope, but tragedy strikes when Prabhavathi is killed. Kaatera avenges her death by killing Devaraya and is subsequently imprisoned. Years later, in 1989, a forensic investigation into the past events reveals the truth, leading to further revelations about the circumstances surrounding Prabhavathi's death and Kaatera's quest for justice.
